Chapter 1



Every morning, in the Kettle Marine Forest, WASP (Wisconsin's Advanced State Patrol) Officers will meet at the range, before the start of their shift, to be debriefed and test new equipment. Sergeant John Ray is usually the first to arrive. Sgt Ray, well, he’s kind of an electronic nut. While taking Police Science courses, he also took Electronic classes because he wants to dabble with all things electronic and make his own electronic creations.

John opens his car door and steps out, and then opens his door to the back seat to pull out a chair which he sets up next to the range tower. This chair has two handles on it that were bought at a local hardware store. They are connected to two separate black boxes that were purchased at a local electronics store. One of the handles is vertical located in front and center of the seat. The second handle is horizontal located on the left side one inch below seat.

Sgt. John Ray goes to the trunk of his patrol car and removes a remote controlled helicopter. He walks to the middle of the parking lot and gently sets it on the ground.

At this time other State Troopers have started to arrive. Next is our Captain. He's a man of few words and stays under the radar. He parks his state SUV next to the range building and nods to John then enters without saying a word to John.

Second to arrive is Officer Fluette. He is the training officer for new recruits. Fluette parks his patrol car next to the Captain’s SUV and walks over by John.

Third one to arrive is Officer Driscoll with his K9. His dog happens to have the name Killer which was given to him by his trainer when their cats started to disappear. Driscoll gets out of his car and opens his back door for his dog. Driscoll walks over to Fluette while his dog runs around.

Officer Grimes is the fourth arrived; his car is still full of mud because he had chased a suspect into a field yesterday. Officer Grimes also parks his patrol car next to the building and walks across the parking lot to where everyone is standing.

Officer Meyer pulls in right after Grimes; he’s a chunky guy that’s trying to turn his fat into muscle. When Meyer gets out of his car he has on elbow and knees pads, he found out it is painful not to wear them when wrestling with an unruly civilian. Meyer has a gun in his right leg holster and a taser in the left leg holster. Plus he wears fingerless gloves all year long, in one hand he's squeezing a stress ball trying to build muscle and in his other hand he's eating a sub. He too joins the group.

Officer Marquardt also pulls in. He’s a newer officer still learning the ropes; he parks next to Meyer’s car and walks over by the group.

Officer Canfield arrives. She works in the Command center also known as the radio room she’s our dispatch officer.

Officer Krutz is last to arrive. He is our newest officer coming today for the first time. He’s fresh from the academy. For some reason we can't keep new recruits. Krutz parks his personal car next to the range building and then enters the building.

John Ray goes back to his trunk and pulls out what appears to be rudder pedals. He walks them over to his chair and plugs them into a trainer remote that is missing its control sticks. This is hooked to the back of his chair. Sgt John Ray then goes back to his trunk of his patrol car and pulls out a briefcase. He walks back to his chair and carefully sets his briefcase on the ground. John reaches into his left shirt pocket to pull out a small piece of paper, on this piece of paper is the combination to his briefcase. He puts in the combination unlocking his briefcase, opens it and pulls out a remote control and trainer cord for the helicopter. He turns to plug one end into the trainer remote that is hooked behind his chair and the other end into his remote. John walks to his helicopter, kneels down, grabs a pull string, gives it a hard tug and his helicopter starts up. John walks back to his briefcase and pulls out video glasses. He plugs a coax cord into a receiver in his briefcase, sits down in his chair, shakes out his hands, lifts his feet up and sets them on his rudder pedals. Then he reaches up to his head with both hands to grab hold of his video glasses and slides them down over his eyes.

John reaches down with his left hand and grabs the throttle stick; with his right hand he grabs the elevator / aileron stick.

With a big smile on his face he says, “Watch this.”

He slowly lifts his left hand up causing the helicopter to rise straight up, with his right hand he moves it to his left causing his helicopter to move left. With his feet on the rudder pedals he pushed his left foot forward, causing his helicopters tail to swing left. John lifts his left hand all the way up giving his helicopter full throttle, then pushes the elevator / aileron stick forward causing his helicopter to take off over the trees and out of sight.

John yells out, “Look down range at the targets!”

As everyone turns to look down range John’s helicopter approaches them from behind, flies over their heads causing everyone to duck.

Driscoll says, “Hey!” The others also mumble.

As John has the helicopter hovering two yards in front of everyone, with his right thumb he pushes one of the buttons on his elevator / aileron stick and causes his helicopter to rapidly shoot live ammunition at one of his targets. Shell casings pour out from his helicopter and fall to the ground.

His target down range is just getting obliterated. John releases his button and pushes another one on the same stick; a sound of a jet taking off could be heard then white smoke appears from his helicopter and trials down to his target where a big fire ball appears. Everyone covers their ears as they look away because of the intense heat and sound.

John then lands his helicopter next to his Patrol car, as everyone starts clapping.

At the range building, one of the doors swings open and in the doorway appears the Captain, “let’s go!” he yells out.

Everyone starts walking away and going toward the building except for John who goes into the parking lot with his chair and to put his helicopter back into the car.

Inside officers start taking their seats. Captain sitting behind his desk starts to address his officers, “Good morning, Let us all welcome Officer Krutz fresh from the academy.”

Everyone turns to say “hi.”

Captain still talking, “Krutz, you will be going with Officer Fluette today.”

Fluette raises both of his hands out and points to himself.

“Today we’ll be working in Fond du Lac and Sheboygan Counties and along with the DNR. They want us to go through the public hunting lands checking for mischief and vandals. Meyer, I want you to park your car on the overpass by 41- as a deterrent to slow speeders down. Driscoll you’ll need to pick him up --- both of you will visit the DNR lands.”

Driscoll approaches the Captain’s desk as the Captain holds out a map. Captain stares over at Grimes.

Grimes asked, “What?”

Captain answered, “Grimes, you need to wash your car! Next time when you’re in pursuit, don't follow them into a field, especially after it just rained. Good thing that farmer didn’t have a grudge against you and was willing to pull your car out."

Grimes head slumps down and hit the table in shame.”

“I have good news.” said the Captain. “The TV show COPS will be here tomorrow, and Grimes; you’ll be giving them a ride.”

Grimes head comes off the table, “Oh No! Have you seen that show? Those officers are always chasing or wrestling with someone. Why can’t Marquardt take them?”

“You will take them!" said the Captain in a stern voice.

Grimes head hits the table again, as everyone bursts out laugh excerpt for Krutz who’s sitting there trying to look serious.

Sgt John Ray enters the room and looks over at Grimes. “What’s wrong with him?”

Captain replies, “He's taking those employees from that COPS show around tomorrow.”

John, “Ouch, have you seen that show?”

Captain starts closing his brief case, “not really.”

John starts handing out a 3-ring binder filled with papers, along with a box, to the officers. As he is doing this, Captain starts walking towards the exit. He turns and says,

“Good luck and I will see you all on the road.”

The door closes and Sgt Ray sits on top of Captain’s desk. “Ok ‘brothers' and sister last months pot of money goes to Marquardt for his fastest speeding ticket. He had written a SPEEDING ticket for 32 over. Allegedly his driver was going 98 in a 65 MPH zone, so Marquardt, we are dying to hear what his excuse was?”

Marquardt stands up. “Get this, the driver said he just bought new tires and was trying to find out if they were balanced correctly.”

Fluette asked, “So, Marquardt were they?”

“He said it was real smooth not a bounce.”

Sgt John declared, “All right, now open your binders to page 19. The satellite company is giving us a deal on a group rate; and this section is the manual for those radios we will be getting. I want you guys to read and understand this, as ours radios will be here soon. Now look at the box you have in front of you. This box is 2" x 4" x 6” with an On-Off switch and an antenna with a 7 inch cord on the outside. Turn to page 28 in you’re binder, you'll see instructions on how to use this.”

Meyer raising his hand, “What is this?”

John stands up to demonstrate, “This thing is a real time GPS tracker. On the bottom is a magnet that will stick to any metal object, the ON - Off switch is on this side, and the other side has an antenna that has to see sky in order for it to work properly. If you go to the back of your binder you will find a disk that must be loaded into your computer in order for this to work, page 37 has instructions. You can only track in our district as this is working on our radio systems. Everything you need to know can be found in your binders.” John looks through the Captain’s notes on the desk, turns and addresses his officers once again, “You have your assignments now go and stay safe.” Everyone starts to file out to their patrol cars and drive away to their assigned places.

Officer Grimes headed to a local self service car wash, while Officer Meyer parked his patrol car on an overpass over highway 41 where he goes to his trunk and was pulling out his officer manikin to place in his driver’s seat, when Officer Driscoll pulled up,

“What happened to your partner?” As Meyer buckles the manikin in, he turns to Driscoll,

“Well, at my brother’s bachelor party he received third degree burns all over his body. This one I picked up at a gag shop, He comes with fuzzy hand cuffs, and all I had to do was put my extra shirt and hat on him, now you can’t even tell the difference.”

Driscoll laughing hysterically, “I didn’t know they made male blow up dolls?”

Meyer declares, “Well they do.”

Driscoll, “It wouldn’t be so bad if his mouth wasn’t opened so wide.”

Meyer opens Driscolls’ passenger side car door, “Hey I couldn't find a replacement officer! Maybe people will just think he is tired and yawning. Do I smell wet dog?” Driscoll’s dog sits up and stares at Meyer.

After Officer Grimes finished washing his car he heads out on his way to set up radar on an off ramp when a farmer, driving a tractor pulling a manure spreader, pulls out in front of him causing Grimes to slam on his brakes. Grimes turns on his emergency lights and pulls him over. While walking up to the driver of the tractor, he looks up and sees that he is an older frail man. “Can I see your driver’s license sir?”

The farmer looks down at Grimes, “What’s your problem officer? Was I speeding?”

“Not my problem! It’s your driving. You pulled out in front of me; I had to slam on my brakes to avoid you! Drivers license please.” The driver hands down his driver’s license. Grimes say’s, “don’t move I’ll be right back.”

He walks back to his car and runs the info into dispatch. After every thing came back clean, Grimes returns with the old man driver’s license and a ticket.He hands it to him, “You have to show up for court or pay the fine.”

The old man looks at the officer. “What! You where speeding! I had plenty of space. I have been doing this for years and never had a problem. You should have been doing the speed limit.”

Grimes replied, “You never have been caught before.”

The farmer starts revving up his tractor then leans on a handle that activated his maneuver spreader, causing manure to spray out onto Officer Grimes’ car.

Grimes looks back, “Shit! Shit! Shit! Shut that off!”

The farmer, looking down at Grimes, “What did you say, my hearing isn’t quite the same as it use to be.”

“Gosh darn it! Shut that machine off!”

The farmer responded, “Oh, shut off my machine.” He reaches back down and stops the spreader, by this time it was too late, half of the manure was all over Grimes patrol car.

Over the radio Grimes hears Officer Marquardt calling dispatcher, “I have a car that won’t stop. We are at Tower Road turning on Cody Road, heading east, speeds are over 60 mph.”

Grimes looks at the farmer, “I will deal with you later!” Then calls dispatch, “I need the County of Fond du Lac to respond to my last location for a manure spill.”

The dispatcher calls back, “10-4, are you also responding to the chase?”

“I’m 10-76 from County Road T.” Grimes responds.

John replying over his radio, “I'm on Seven Hills Road at State Highway 179, just east of you, staging with the Zapper.”

Marquardt comes back, “What is a zapper?”

John answered, “Stay back 70 yards, I'm trying something new.”

John pulls out a black strip that looks like a spike strip but without spikes from his trunk and places it across the road.

Marquardt calls over the radio, “we are now turning south on Lap Road, speeds are 77 mph.”

John calls back, “You better make that 80 yards back, I have no idea what this will do.”

Officer Grimes calls out, “I'm on Golf Course Drive, headed east.”

John gets more excited as they get closer. Marquardt, “we are now turning north on Seven Hills Road, we are headed your way.”

As they clear the top of the hill they can see John at the bottom. Marquardt starts to back off as the other car goes even faster.

John calls over his radio, “this should be interesting.”

The speeding car drives over Johns’ strip causing it to snap up, which caused both ends to latch onto the driver and passengers’ side doors. A bright blue light appears under the car followed by stray electricity sounds and with a little smoke. This caused the car’s engine to die and roll to a stop. John runs over to the driver’s side of the car, as Marquardt calls out over his radio,

“We have them stopped, and you might want to send the Fire Department.” Marquardt then pulls behind the disabled car and jumps out, as Canfield calls back,

“10-4 on calling fire department but they are going to want to know what John did.”

Marquardt runs up to John who’s trying to smash out their window, responds to Canfields, “He started a car on fire.”

They can hear snapping sounds of electricity as they smashed the window. John grabs an arm and starts pulling out the driver when Grimes pulls up sliding to a stop by Marquardts’ car, blocking off the road, he Jumps out of his car and runs up to the disabled car pulling out his gun, checking for any passengers in the car

“Car’s clear!”

Holstering his gun he runs over by John and Marquardt and help them place handcuffs on the driver who’s still resisting.

John pulls out his taser, “Stop resisting or I will have to use this!” Shoving his taser in the guy’s face.

The driver stops resisting, “I'm not resisting. Ouch, you’re hurting my wrists.”

Grimes looks at John, “What is that black thing?” pointing to John’s contraption.

John looks back at Grimes “I call that the zapper. It’s like those aluminum strips that you slap on your wrist and they curl around. Same concept but with enough electricity to fry any electronic board.”

Grimes looks at John “Ok, you have my vote.”

Officer Fluette arrives with his trainee Krutz, and as they walk over by John, “What is that smell?”

John replies with a big smile, “that would be the smell of burnt resisters in the morning.”

Fluette holding his nose, “No, not that smell, the other smell.”

John tries to take a deep breath but is cut short by a horrific odor, “who shit their pants.” John looks over at Grime’s patrol car and sees a mound of manure on his hood with flies buzzing around, “is that your car Grimes?”

Grimes turns away looking up, “what?”

John asked, “What happened? Your car is worse then it was this morning and it’s not even noon yet.”

Grimes looks at John, “put it this way I have another farmer on my shit list.”

John uttered, “You didn’t?”

Officer's Driscoll and Meyer had already checked several public hunting grounds when they pull into Mullet Lake Public Hunting Land.

Meyer observes a red car in a remote back corner, “Why do people have to tint their windows?”

Driscoll suggested, “privacy, they’re probably having fun in their back seat.”

Meyer slaps five dollars on the dash, “I’ll bet you that they’re in the woods causing mischief.”

Driscoll slaps his five down, “you’re on.”

Driscoll pulls up near the car and gets out while Meyer runs their plate over his computer. Driscoll slowly walks towards the vehicle with his hand on his gun while constantly looking into the forest. He walks along side what appears to be a red Chevy four door Nova. He tries to look through the drivers window but cannot due to a glare off the glass, so he puts his hands up to the window and his face to his hand’s so he can peer inside," Jesus Christ!" Falling back on his butt. He turns to see if Meyer was looking before getting up and brushing off his pants. He walks back to the patrol car where Meyer is reading information off the computer screen.

“So what did you find out?" Driscoll asked.

Meyer turns to look at Driscoll, “We are looking at a missing car; and apparently the owner has been reported missing along with the missing car.”

“Well - I think I found the owner? She’s sitting behind the wheel.”

Meyer inquired, “Has she been drinking?”

Driscoll, “don’t know, she won’t talk to me. I think she flipped me off.”

Meyer gets out of his seat, “I’ll get her to talk.”

Driscoll steps back to let Meyer walk past.

He marches up to the vehicle, swings the drivers door wide open, “Police officer, wake up! I said wake up!” screaming in her ear.

Driscoll stomps his right feet holding his stomach laughing, “Use your baton, show her who’s boss, Meyer.”

Meyer leans in by her, “she’s under the influences alright, but I don’t think its alcohol, she has a bad pungent smell like she hadn’t taken a bath for awhile.” He closes the door, “There’s a bottle of empty pills next to her and a note on the dash. This looks like a suicide.”

Driscoll goes up to Meyer, “I have an Idea, call Fluette and have him bring the new guy.”

Meyer calls Fluette over his radio while he’s walking back to Driscolls car.

Meyer yells back over to Driscoll, “They are 10 minutes out.”

“Just enough time.” said Driscoll as he takes her seat belt off.

Meyer sits back down in Driscoll’s car and starts looking up more information on her. A couple minutes later, Fluette pulls up by Driscoll’s patrol car as Driscoll is pulling the body out and setting her on the ground, yelling over to Krutz, who is just getting out of the car.

“Quick, she needs CPR! She’s not breathing!” Krutz runs over as Driscoll puts his head by her mouth to hear if she is breathing and checks for a pulse, “No pulse, no breath.”

Krutz starts CPR.

Fluette slowly walks over to Driscoll, “I don't think CPR will bring her back. She looks a little purple.”

Krutz stops, stares at the girl for a couple of seconds, then starts throwing up.

Driscoll inquired, “I didn’t go to far this time, did I?”

Fluette watching Krutz puking, “you think?”

After finishing their paper work near the end of their shift, Officer Driscoll returning Officer Meyer back to his patrol car when Meyer declared, “I don’t think Krutz will ever be the same again.”

Driscoll answered, “Come on that will wash out.”

Meyer replied, “I’m not talking about your exploding pen.”

Canfield at dispatch called out, “Attention all units, Sheboygan county has just reported a bank robbery in the Town of Cascade. This vehicle is described as a late 90 Blazer four door black in color, occupied two times, the driver’s side tail light is also broken.”

John calls back, “Do we have a direction of travel.”

“Northbound on Clark Street.”

While monitoring traffic on Hwy 23, Fluette observes a car matching that description. He pulls out and starts to follow them.

“So what do you see Krutz?”

Krutz starts to squint and with an astonished voice, “Well, ----- the drivers’ side tail light is broken, ----- and ah the passenger keeps looking back at us, and it appears the passenger is now using a cell phone. Are they speeding up? Should I call for back up?” Reaching for the radio.

Fluette stops his hand, “Not yet, John has installed a cell phone jammer in my rear flasher switch.”

Krutz turns on their rear flasher, as they watch the passenger removes the cell phone from his ear and look at it.

Krutz turns to Fluette, “Now should I call for back up?”

“Yeah, but not with that radio, use this one,”

Handing Krutz a store bought type of citizen band radio.

Krutz looking puzzled, “What is this?”

Fluette turns and smiles at Krutz, “We don't want the media ruining our fun, do we?”

Krutz, “no I guess not.” Looking down at the radio, “this says it only has a two mile range, let me guess, John tweaked it?”

“Yeah, but you might want to keep it away from your head.”

As Krutz starts calling other State Troopers, using the citizen band radio. Fluette turns on his emergency lights, at which time both occupants turned to look back. Fluette hits his siren, the passenger terns to flips them off with his middle finger.
